Plain-language introduction

Public participation means the State must give people a genuine opportunity to influence decisions that affect them — through consultations, hearings, written submissions and petitions.

Key legal provisions

Sections 59, 72 and 118 require the national and provincial legislatures to facilitate public involvement.
Section 195 requires public administration to be accountable and responsive.
Courts have set aside laws where public participation was inadequate.

Ways to participate

Public consultations on Bills, White Papers and policy.
Public hearings held by committees.
Written submissions to committees or departments.
Petitions to Parliament or a legislature.

A five-step guide to making a submission

1. Find the consultation — watch for the Government Gazette notice or committee call, and note the deadline.
2. Read the document — identify the parts that affect you.
3. Write your submission — state who you are, the sections you address, your proposal and reasons.
4. Submit it — email or deliver to the committee/department before the deadline; keep proof.
5. Ask to present — you may request to make an oral submission at a hearing.
